What you need to know:

  • The UTP Plan will implement a Multiple Instance Single User (“MISU”) Program effective April 1, 2018.
  • The MISU Program provides Subscriber Firms with the opportunity to report employees on a Per User Basis.
  • UTP Level 1 Professional Subscriber fee will increase to $24 per month effective April 1, 2018.
  • An updated version of the UTP Level 1 Data Policies that includes the MISU Program has been released and a redlined policy document is available at UTP Data Policies - Redlined.

What is changing?

UTP Plan Amendment 41 was published on January 3, 2018. The Amendment provides Subscriber Firms with the option to report their data usage under a new, Multiple Instance Single User (“MISU”) Program. Because the adoption of the MISU Program will result in more netting of devices than currently exists, UTP Plan Amendment 41 simultaneously increases the Professional Subscriber fee from $22 per month to $24 per month for all firms to make adoption of the MISU Program revenue neutral.

What is MISU?

The optional MISU Program allows approved Subscriber Firms to begin reporting Display Usage on a Per User basis for employees of the Subscriber Firm, rather than by access, Interrogation Device, or user ID and password. MISU is only available for Display Usage associated with employees of the Subscriber Firm, and does not include Non-Display usage or customer usage.

How does a Subscriber Firm qualify to participate in the MISU?

The full requirements and instructions for MISU are available in the UTP Data Policies document.

Principally, Subscriber Firms must be approved in advance and in writing by the UTP Plan Administrator to participate in the MISU Program. In order to be approved, Subscriber Firms must meet the MISU requirements as detailed in the UTP Data Policies, and submit an application to UTP Plan Administration.

The requirements include, but are not limited to, submission of the following Application Documentation:

And demonstration of additional Acceptance Criteria, such as adequate internal controls for:

  • Entitlements
  • Monitoring
  • Usage Reporting Requirements

After the Application Documentation and Acceptance Criteria are verified, Subscriber Firms will receive an approval email from UTP Plan Administration confirming acceptance into the MISU Program.

Is the UTP Net Reporting Program still offered?

UTP Plan Administration will continue to accept Net Reporting Usage Reports.

Are there any new fees effective April 1, 2018?

Yes, effective April 1, 2018, the UTP Level 1 Professional Subscriber Fee will increase from $22 per month to $24 per month to make adoption of the MISU Program revenue neutral. Invoices for the April 2018 service month will be sent on, or about, May 7, 2018, and billed monthly thereafter.

The new fee schedule is as follows with fee changes shown in bold text.

Entitlement Name Fee Effective April 1, 2018 for all Vendors
Per Professional Subscriber
  • Professional:$24 per month per Internal Subscriber
  • Professional:$24 per month per External Subscriber
