As referenced in Equity Trader Alert #2015-130, Nasdaq temporarily disabled support for “carry over declined trades” trade functionality. On Friday, August 28, 2015 firms were advised that Nasdaq re-enabled "carry over declined trades" functionality for the trading day.

This feature was a new feature added as part of the July 13th FINRA street-wide changes (FINRA Regulatory Notice).
