ACTION REQUIRED: New Agreements Required for Tape A, B and C Market Data
Submission Deadline: March 1, 2027
New CT Plan Effective Date: April 1, 2027
Effective April 1, 2027, the new CT Plan is expected to replace the legacy CTA and UTP Plans under a new, unified governance structure with a single AdministratorDataCT. This is a change to the Plan, its Policies, its Agreements and its Fee Schedule — not to the data feeds. Consolidatedtape.com will serve as the information source for the transition.
If your organization currently receives or distributes US Consolidated Tape™ data (consolidated market data for all US National Market System securities across Tapes A, B and C) action is required.
WHAT YOU NEED TO DO
1. Add transition@consolidatedtape.com to your safe sender list to ensure you receive future communications.
2. Register: Register for your organization’s legacy CTA and UTP account at Consolidatedtape.com/register. DataCT will begin contacting customers for account migration starting September 1, 2026.
3. Review Agreements : Review the new CT Plan Agreements at Consolidatedtape.com/agreements and start your legal review now — every organization must be licensed under the new agreements before March 1, 2027.
WHAT'S CHANGING?
Today, Tape A and Tape B are administered under the CTA/CQ Plans by NYSE, while Tape C is administered under the UTP Plan by Nasdaq.
Effective April 1, 2027:
- The existing CTA/CQ and UTP Plans are expected to be replaced by a single Consolidated Tape Plan(CT Plan).
- DataCT will become the administrator of the CT Plan, replacing NYSE and Nasdaq in their current Administrator roles.
- No changes to the Tape A, Tape B or Tape C market data feeds.
- No changes to technical connectivity or production systems.
- No change to your existing agreements: Existing CTA/CQ and UTP agreements remain in effect until the transition to the CT Plan.
This change is pursuant to the Securities and Exchange Commission's Amended Governance Order (Release No. 34-98271) and subsequent approval of the CT Plan (Release No. 34-101672).
WHAT'S NOT CHANGING?
No technology changes are required for this transition — there are no associated changes to the Securities Information Processors (SIPs) operated by SIAC and Nasdaq, or to the CTS, CQS and UTDF, UQDF systems they operate.

DataCT will email your organization from transition@consolidatedtape.com with transition instructions and information about actions required by your organization.
September 1, 2026
DataCT will begin contacting customers to migrate legacy CTA and UTP account information to Consolidatedtape.com
By March 1, 2027 — ACTION REQUIRED
Complete all applicable new CT Plan Licensing Agreements and associated documentation necessary to continue receiving or distributing Tape A, Tape B or Tape C market data.
April 1, 2027
The CT Plan is expected to become effective and DataCT assumes administration of the U.S. Consolidated Tape.
