What happened to UQDF and UTDF on Thursday, January 3, 2013?

On Thursday, January 3, 2013, at 13:33:11, ET, the SIP application reported that its internal dissemination network experienced a loss of connectivity. This loss of network connectivity caused both primary and secondary SIP services for select UQDF and UTDF channels* to cease outbound dissemination of quotation and trade data. At approximately 13:37, inbound UTP participant connections were no longer accepting input because the select UQDF/UTDF channels were not operating, which caused the remaining UTDF/UQDF channels to also cease dissemination of data. At this point, all UTDF and UQDF output channels ceased dissemination of both quotation and trade data. Between 13:35, ET, and 13:52, ET, the UTP SIP systematically restarted the non-responsive channels to recover the system.

*Please note: initially only UQDF and UTDF Channels 2 (CE 2013 FDZ), Channel 4 (LL 2013 PBZ) and Channel 6 (SQ 2013 ZZZ) were affected. Below, the channel outage times are detailed.

How were UQDF and UTDF subscribers notified of the issue?

The UTP posted and issued a public notification at 13:42 indicating that the UTP SIP was investigating an issue with the UQDF and UTDF feeds across multiple channels. A follow-up notice was published at 13:53 indicating that the issue with the UQDF and UTDF feeds had been resolved, and that all systems were operating normally.

What is the UTP SIP doing to address the loss of connectivity matter?

The UTP SIP has identified the reason for losing connectivity and after the system close on Thursday, January 3, 2013, the UTP SIP implemented a fix to ensure that the cause would be prevented in the future. The UTP SIP has put into place additional monitoring safeguards.
