Why is Nasdaq implementing this update?

Currently on ITTO, Nasdaq publishes a base reference number in long integer form. Base reference numbers begin at 3 billion and have a limit of 7 billion.

In order to mitigate potential concerns on high volume days that the engine will exceed 7 billion and begin duplicating reference numbers that have already been used, Nasdaq is planning to introduce an 8 byte absolute reference number instead of the 4 byte order/quote reference number.
